Lightning Deliver enables your caseworkers to issue vouchers alongside application outcomes. Vouchers can be sent as part of the approval process within Application Manager.

Deliver is available to organisations who manage applications to their own support scheme through Lightning Reach.

Key role: Fulfilment Manager
A new role has been introduced to support voucher approvals.
Fulfilment Managers can:
Approve or decline voucher requests that exceed your organisation’s approval threshold. You might choose to assign this role to a finance team member or a senior caseworker. For example, someone could have both the Caseworker role (to process applications) and the Fulfilment Manager role (to approve voucher requests).
They cannot:
Request vouchers unless they also have the Caseworker role
Top up your balance
Change the approval threshold
This role can be assigned to your staff by Admins.

Role changes
Caseworkers
If Lightning Deliver is enabled, caseworkers can award vouchers as part of the application outcome.
This is done directly in Application Manager, alongside approving or rejecting the application.
They do not need to leave the portal or use an external system.

Admins
Admins now have access to additional tools and responsibilities:
Assign the Fulfilment Manager role to staff members
Access the Lightning Deliver section to:
View and manage the organisation’s voucher balance
Request a top-up (this sends a notification to Lightning Reach for processing)
See full transaction history, including all top-ups, deductions, and issued vouchers
Approve or decline vouchers that exceed the threshold (alongside Fulfilment Managers)
Update your organisation’s approval threshold (anything below this threshold does not require approval from an Admin or Fulfilment Manager)

Can I send a voucher if an application hasn’t been submitted?
Not currently, but this is planned as part of our future roadmap.
