If you’re a permanent resident living in a park home and you pay for your electricity to your park site owner you can apply for a £150 payment.

Funding is limited and applications will be considered on a first come first served basis.

Only one application per household will be allowed.

Do I need to supply evidence of my income to receive the discount? 


A range of applications are selected each year and asked to provide evidence of income. Once an applicant has been entered into the evidence checking process, they cannot be removed. The evidence must be supplied, or the application will be declined. Evidence supplied needs to be dated within the current tax year (April 2023 – March 2024). 



What does exemption from paying Council Tax mean?


Exemption applies in the following circumstances:

  • Persons who are severely mentally impaired and in receipt of qualifying benefits
  • Persons who are in the Ministry of Defence or Armed Forces
  • All occupants are full time students
  • All occupants are under 18 years of age

If any of the above apply the applicant will have received an ‘exemption’ letter from their Local Authority.


IMPORTANT: If the applicant pays Council Tax or receive Council Tax support, Council Tax discount or Council Tax reduction then they are NOT exempt.



I rent a Park Home and/or pay ground rent. Can I apply to the scheme?


Yes, you can apply for the scheme if they are renting their Park Home. If you are a ‘permanent’ resident in your Park Home and either pay or are exempt from paying Council Tax for the Park Home (i.e., it is not a holiday home whereby you are required to be off site for a given period of the year) you are able to apply for the Scheme.


It is common for residents to pay a ‘ground’ rent even if they are an owner.



I pay for my electricity direct to my Energy Supplier. Can I apply?


No. The Scheme is for Park Home residents who do not pay their electricity bills directly to an energy supplier. I am currently living in a Park Home but will be moving into a house/flat soon. Can I still apply for the Park Home WHD scheme?


This depends on when you will move out of their Park Home. You must be living in the Park Home at the time of application and at the time of making a payment.



I have solar panels/wind turbines installed on my property; can I apply for the scheme?


Yes, if you are billed by the Park Home site owner for electricity you use, you can apply to the scheme.
